  11. You'll notice  a lot of space being dedicated to restricting the
  12. distribution of this  conference.    These restrictions exist in
  13. order to keep the  echo specialized.  All SysOps can participate
  14. in SYSOP (at least, as far as I know, that's true).   This echo,
  15. FN_SYSOP, is for FidoNet SysOps only.
  16.  
  17. Basically, if you're a FidoNet SysOp, you can participate in the
  18. echo and discuss anything you want and say anything you  want as
  19. long  as  you  don't  cross the "excessively annoying" line.  If
  20. you're not a FidoNet SysOp, then go look for another echo.
  21.  
  22. So, that being said and done, here are the rules:

  25. 1. This  Conference  is specifically for  communication  between
  26. SysOps on systems which are part of FidoNet.  As such, it may be
  27. made available to any person who is  the SysOp of a system which
  28. is listed in the FidoNet nodelist.  Others need not apply.
  29.  
  30.    1a. A  Point may  participate  in  this  Conference  only  if
  31.    operated by the SysOp  of  its bossnode, which must be listed
  32.    in the FidoNet nodelist.
  33.  
  34.    1b. This Conference may  not  be  gated  outside  of  FidoNet
  35.    without  specific  permission  from    both   the  Conference
  36.    moderator and the Zone Echomail  Coordinator  of  the FidoNet
  37.    Zone where the gating would take  place.  No such arrangement
  38.    should be made if it could result  in  distribution  of  this
  39.    Conference to persons who are not SysOps of systems listed in
  40.    the FidoNet nodelist.
  41.  
  42.    1c. This is an ECHOMAIL Conference.  It may not be gated into
  43.    any  alternate   technology  which  makes  it  impossible  or
  44.    impractical to enforce the above restrictions.
  45.  
  46. 2. The Moderator of  the  Conference  is elected once a year, on
  47. October 12.  Should  a  Moderator need to step down for whatever
  48. reason, a replacement may be  designated by the FidoNet Echomail
  49. Coordinators if such vacancy occurs with  less  than  six months
  50. left in the term of the Moderator.    If  more  than  six months
  51. remain, an election will be held to replace the Moderator.
  52.  
  53.    2a. Should  the  Moderator leave FidoNet for whatever reason,
  54.    the  position  shall  immediately  be declared vacant and the
  55.    procedures  outlined  above  will  be  followed  to  fill the
  56.    vacancy.
  57.  
  58. 3. The Conference  shall  be  governed  by the rules of FidoNet.
  59. The Moderator may remove systems from the Conference who are not
  60. willing to observe those  rules  within  the  Conference.    The
  61. definition of the FidoNet term "excessively annoying" is left to
  62. the    discretion    of    the    Moderator   in    adjudicating
  63. Conference-related complaints.
  64.  
  65.    3a. If a Conference participant  is  found to be "excessively
  66.    annoying" by the Moderator, that  participant  may be removed
  67.    from the Conference, or optionally the  Moderator  may file a
  68.    complaint with the appropriate FidoNet Coordinators.

  70.    3b. If  a  FidoNet  Zone  Echomail Coordinator  requests  the
  71.    reinstatement of a SysOp into the Conference,  the  Moderator
  72.    should poll the Conference participants, and if there  is  no
  73.    significant  dissent (as determined by both the Moderator and
  74.    the ZEC) within a two week period, the SysOp in  question may
  75.    be reconnected to the Conference.

  77.    3c. Deliberate  retransmittal of the  Conference  to  another
  78.    system which is not run  by  a  FidoNet  SysOp  is considered
  79.    grounds for immediate removal from the  Conference,  with  no
  80.    right of appeal.

  82.    3d. Under  no  circumstances  should  the  failure  of    the
  83.    Moderator  to  remove  a  system  from  the  Conference    be
  84.    interpreted  as  prima  facie evidence that no FidoNet Policy
  85.    violation has occurred.  By the same token, removal of a node
  86.    from the  Conference  should  not  be interpreted as evidence
  87.    that a violation  HAS  occurred.    The Moderator's job is to
  88.    keep the Conference on  track  and  not  to  get  involved in
  89.    general enforcement of Policy.  The FidoNet Policy procedures
  90.    are entirely separate from any proceeding in this Conference,
  91.    and  except  for  removing  an excommunicated node  from  the
  92.    Conference (because it's no longer a member of  FidoNet), the
  93.    Moderator  should  generally  have  nothing  to do with those
  94.    procedures.

  96. 4. This  Conference  is  the  collective property of all FidoNet
  97. Sysops and not that of the Moderator.  Should the Moderator feel
  98. it necessary to  make significant changes in distribution of the
  99. Conference, such changes should  be done in COOPERATION with the
  100. FidoNet Echomail Coordinators.  UNDER  NO  CIRCUMSTANCES  is the
  101. Conference restriction to FidoNet Sysops to be removed.  This is
  102. a specialized Conference and it is to STAY that way!
  103.  
  104.    4a. A  majority vote of all systems in  the  current  FidoNet
  105.    nodelist may change this restriction.
  106.  
  107. 5. Just  a  few  technical  issues:    no  funny  characters  or
  108. so-called  "rotated text" are allowed in the Conference.   Also,
  109. messages  entered  by  you must have either a valid Origin  line
  110. which  includes  your FidoNet address, or your address should be
  111. part of  the  "From"  field  in the message (ex:  David Dodell @
  112. 1:114/15).  It's  hard  to  avoid  public conflict when we don't
  113. know how to reach you by direct netmail.

  115. 6. Well, enough rules.  Hopefully there's just enough to protect
  116. us from excessive abuse while  not otherwise cramping our style.
  117. This isn't a rule, just advice:    when reading or entering mail
  118. here, try to remember that we're all  in  this together, and try
  119. to avoid major attacks on your fellow FidoNet  Sysops.    People
  120. pay good money to move this conference around.  A few people pay
  121. an awful lot of money to move it overseas.   Try  not  to  waste
  122. anyone's time or money with your posts.
